Why Germany West Central location is not available for subscription?

1. I’ve checked available locations for my subscription in Resource Explorer page (Subscriptions –> {SubscriptionName} –> Microsoft.Sql) and there are “Germany North” and “Germany West Central”. Сan I somehow solve this problem with Azure Support, given that I don’t have a paid support plan? 2. Azure SQL Database is available in Germany.
