Putin – Tokayev meeting on November 12, 2025
Vladimir Putin and Kazakh President Kassym-Jomart Tokayev met in Moscow and signed a declaration on the transition of bilateral relations to the level of a comprehensive strategic partnership and alliance. Strategic Partnership: The leaders declared their countries “closest partners, friends, and reliable allies”.
Energy Cooperation: Discussions focused on expanding energy partnerships, including potential increases in Russian gas deliveries to northern and eastern Kazakhstan. Efforts were also mentioned to manage the impact of U.S. sanctions on the Russian firm Lukoil’s operations in Kazakhstan.
Nuclear Power: Tokayev noted that the two countries are close to an agreement for Russia’s state atomic energy corporation, Rosatom, to build Kazakhstan’s first nuclear power plant.
