自1979年服役以来，通用动力F-16“战隼”立即用优异的性能征服了美国空军，除了自己的空战老本行，在对地攻击等方面也表现不俗，F-16在机动性、作战半径各个方面都让美军感到满意。 而早在通用动力YF-16与诺斯罗普YF-17为了空军LWF/ACF（轻型战斗机）激烈竞标过程中，正在寻求新一代舰载机的美国海军也把目光投向了它们。 1974年8月，美国国会要求海军考察空军LWF/ACF项目竞标公司提出的各种方案，择优用于海军作战飞机计划（NACF），该计划的前身是VFAX计划，目的是替换F-4、A-4和A-7等舰载机。 让海军也用上F-16，能显著提高空海军装备后勤保障的效率。
