For example, an agreement to end the war while lifting sanctions on Russia and adding a weapons embargo on a neutral Ukraine with UN recognition of new Russia territories could go a long way.

Physics packages need maintenance and upkeep and knowledgeable specialists and technicians to maintain and operate them. You cannot place one on a shelf for 3 decades and use it without upkeep.
