It’s lost nuclear weapons. After the Cold War Russia and the USA actually had nukes that were unaccounted for. Russia had a lot in Ukraine that went missing after the fall of the Soviet Union. I believe we were missing some too we call it “Broken Arrow”.

Step two: Wait for putler to come to the table.
