The Security Service of Ukraine reported him in absentia on suspicion.

No. Most of that financial aid never leaves Washington. It goes to defense manufacturers such as Lockheed or reython to provide weapons for Ukraine. Ukraine hers weapons but the defense contractors over bill as usual and do the usual kick backs.
