Most of what we are sending to Ukraine is in the form of American made weapons and equipment in order to defend themselves against a brutal invasion.

Well that’s cause it is the USA faults, with their bio weapons labs and pushing nato on the eastern Ukraine side of russias border, very dangerous for Russias sovereignty.

When we send an old tank from our mothball stash, we charge Ukraine the FULL price of a new and updated replacement for the US troops. That $$ is deducted from the aid. Very little cash actually makes it to Ukraine as they need the weapons more than cash.
