Why would they need to replace those weapons? Clearly those aren’t useless, or else Ukraine wouldn’t need them.

Well in russia, you can easily get arrested for reporting such things as Russia’s use of chemical weapons in Syria, Russia’s dastardly actions in the Ukraine and just even being critical of POOtin.
