i’m of the idea that kyiv won’t accept this, and that this framework is somehow punitive for ukraine. but wouldn’t be “no restriction on army and weapons” definitely a “something” to gain for ukraine, at least in respect to the istanbul talks?

Good. Unlike USA, Europe has unlimited access to money, and we are perfectly capable of supplying Ukraine with weapons and funds until putin The Warcriminal is broken. Europe will never bow and crawl for putin like Trump does.
