Russia agreed to respect the borders of Ukriane and the US and UK agreed in exchange for Ukraine giving up their nuclear weapons. That was an actual signed agreement unlike Baker’s statement on NATO expansion. Russia broke that promise. There was no offer for Ukriane to join NATO
