They come from the Air Conditioning vents on the Dashboard. Not from some sort of filter but rather from a crummy design that Toyota came up with to seal the vents. When you close the vent by turning the wheel up or down it moves a flapper valve to adjust the flow of air coming out of the Air Conditioning / Heating system.
