An investigation by Trap Aggressor, a project run by the think tank StateWatch reveals that Oligarch Andrey Kuzyaev is the owner and chairman of the board of directors of the Perm Financial and Industrial Group, which provides services to companies in the fuel and energy sector, commercial property, the stock market, insurance and banking, and the telecommunications market.
Kuzyaev Business Ties to Propaganda and Defense
- A company controlled by Andrei Kuzyaev, Perm Financial and Industrial Group, owns Er-Telecom, a holding accused of broadcasting Russian propaganda.
- Another firm he owns, Morion, manufactures communication equipment for the Russian military. Morion’s importance is underscored by its designation as a strategic company and its role in supplying the Vega Research Institute, which partners directly with the Defense Ministry.

- Kuzyaev previously held a high position and owned shares in Lukoil, a major oil and gas company. In the 1990s, he also privatized Permneft, which later became part of Russia’s largest private oil holding company.
- Despite his connections to these industries, only Ukraine has sanctioned him so far. This allows his family to travel freely in the EU and vacation at luxury destinations.

Oligarch Andrey Kuzyaev provides communications to the Russian military and is thus directly involved in Russia’s full-scale invasion of Ukraine. Meanwhile, his daughter is traveling in Europe, spreading Russian narratives on her social networks and not denying herself anything. Trap Aggressor investigated the activities of the Kuzyayev family and calls on the West to put this family on sanctions lists.
Andrey Kuzyaev is the owner and chairman of the Board of Directors of Perm Financial and Production Group LLC, which specializes in servicing companies in the fuel and energy complex, commercial real estate, the stock market, insurance and banking business, and the telecommunications market. In turn, this company controls the telecommunications holding “Er-Telecom”, which technically provides broadcasts of Russian propaganda in support of the war against Ukraine, and the Russian research and production enterprise Morion PJSC. The latter specializes in the development, production and maintenance of telecommunications equipment, and is also included in the list of strategic enterprises of Russia.
Since October 2022, Kuzyaev is on Ukraine’s sanctions list for 10 years.

According to Russian Forbes, Andrei Kuzyaev’s fortune will be $1 billion in 2024. In the distant past, Kuzyayev was a shareholder and top manager of the Lukoil oil and gas company. By the way, in the 90s, he privatized Permneft, which later became part of the largest private oil-producing holding in the Russian Federation. During the full-scale invasion of Ukraine (June 2022), Air-Telecom Holding bought a stake in the IT company Sharks Datacenter.
The billionaire’s company Morion develops and manufactures communications equipment for the defense complex of the Russian Federation. The manufacturer supplies telecommunications equipment to VNII “Vega” , which directly cooperates with the Ministry of Defense of the Russian Federation and other paramilitary agencies of Russia.

The entrepreneur’s businesses continue to work for the Russian military industry. Meanwhile, the oligarch’s wife Yulia Kuzyaeva calls herself an allergist and holds festivals in Budva (Montenegro).

Andrey Kuzyaev’s daughter, Anna, loves Europe no less. In early March 2022, when the Russian occupiers were committing atrocities in Irpen and Buchi, Kuzyaeva Jr. published the following post:
