It is not a call to violence. So give your new “carpetas” the correct names, titles, categories, tags, and labels; dance ethically and esthetically, keep your guns securely holstered, and do not drink too much. Are they able or willing to understand the difference? Hopefully, they kapish. They are not that dumph. Hopefully. Most importantly, address the issues.

Put this story and the issues it raises in a broader perspective, and it is 

THE STATE OF JUSTICE AND THE MISCARRIAGES OF JUSTICE IN PUERTO RICO.

Mr. Caparrós said that “it is possible” that cases have been manipulated to obtain convictions. He accused the Office of the US Attorney in Puerto Rico of conducting the “reign of terror”. Ms. Mestey-Borges’s accusations of “sexual harassment” also raise some pertinent questions. Two more cases against this office are pending. 
The Access to Justice, the issues of the False Evidence, the Wrongful Convictions, and the Miscarriages of Justice, among the others, these are the problems that the U.S. Attorney for Puerto Rico should be preoccupied with, it seems to me. And not just, and not necessarily with the self-serving “show prosecutions” and the “show trials“. The Big Sister Is Watching You!
These tactics do smack of Stalinism, and the practical efficacy of this strategy, which is basically based on the attempt at intimidation by the FBI, is very questionable. The rain always falls, and the mushrooms always grow. 

“I WANT A JUDGE, GET ME A JUDGE”

(for the show trial). – this is a memorable quotation. 
“There were times where instructions were given that this person must find a way to prosecute,” he said. As an example, he alleged that Rodriguez asked to prosecute a state judge . “It is an aberration to be in a meeting and to say: ‘I want a judge, bring me a judge’, because she wanted a judge. That was the target, a state judge, “he said. The journalist Rafael Lenín López asked him if those expressions occurred before the trial of the former judge of Aguadilla Court  Manuel Acevedo Hernández , convicted in April 2015 for judicial corruption, to which Reyes Caparrós answered with a “yes”. 
The Case of Judge Manuel Acevedo-Hernandez smells strongly, and most likely is, the FBI’s, namely Carlos Cases’s set-up and the frame-up, with the possible political overtones and aspects, and with the purpose of exercising the control over the power structures. 
“As part of the scheme, Acevedo Lopez would help the then judge to fulfill his “dream” of retiring as judge of the Court of Appeals using his political contacts and the fundraiser of the Popular Democratic Party Anaudi Hernández, which did not materialize.” 
These set-ups and frame-ups look very much like the parts of a certain style: the easy heroism on the village idiot level designed to produce the image of the corruption-fighter, and at the same time to distract the attention from their own corruption, while in fact, not giving a s… about anything but their own wellbeing. That’s the corruption refined, corruption par excellance. With the FBI’s good intentions, and the FBI’s good little cowboys Carlitos and their lies, cleared and paved is the path to their blessed Banana Republic and its eternal paradise! Get ready, America!

Puerto Rico was on the

ROAD TO BANANA REPUBLIC

biked unabashedly forward by the Good FBI Cowboy  Carlos Cases of the PR branch, the Very Special Agent, with the subspecialty in COINTELPROsetups, and frameups.
Yes, in my humble opinion, it is Carlos Cases of the FBI, who is the real culprit and the instigator of the “reign of terror” in the various ways, shapes, and forms in Puerto Rico, and this was the very stupid thing to do in Puerto Rico. He was and is hiding skillfully behind the others. 
Rodriguez-Velez blamed him squarely for Caparros’s investigation. “But it was not an investigation of mine, it was from the FBI”, she said at the beginning of the trial. 
It appears that the FBI’s main concern was that Mr. Reyes might be exposed to the molesting influence of the Russian underage prostitutes. Was this the loving, if somewhat overbearing, but the “usual and customary paternalistic concern” on the part of the FBI, with the specific Puerto Rican flavor, in their mission to preserve Mr. Reyes’ chastity? Or was this particular concern of Mr. Cases’ based on his own personal experiences and vulnerabilities? Or was Mr. Cases in search of his new cases (I suspect that this is the origin of his FBI name “Cases”) to advance his FBI career? What was the cost of these frivolous, baseless, sucked out of a finger, concerns to the taxpayers? And what really important work was missed due to this misallocation of resources? The history and the FBI files are silent on all these points for now. But just for now. We might learn something about these interesting subjects later on. With regard to the quality of these activities as the “counterintelligence operation”, the bull in a china shop would have more grace, care, and sensitivity. 
It was the Royal Road To Banana Republic, thanks to FBI! Former intelligence specialist Francisco Reyes Caparrós won the lawsuit against the local Federal Prosecutor’s office for “labor harassment and acts of reprisal” on 5/31/2018. Now it looks and feels like the same Process, Part 2: Who planted the “evidence” (“a presentation on socialism”) in Reyes’ computer? Was this the FBI? Answer this question, Mr. Cases. If this was done, then in principle it can be done to everyone and to everyone’s computer. This opens the road to the abuse of power and lays the foundations for the totalitarian, dictatorial rule, namely the same old “BANANA REPUBLIC”. It becomes the issue of public and national safety, security, and concerns.

WHO PLACED “A PRESENTATION ON SOCIALISM” IN REYES’ COMPUTER? 

Did the FBI do that? Did Mr. Cases authorize it? Was it “his job”, was this within the scope of his duties? (Previously he denied that dealing with the extensions for Reyes’ investigation was “his job”: “He admitted that he did not verify the justification of the extensions of the investigation. “That’s not part of my job,” answered Cases.)

Was this the FBI set up, the attempt to frame Mr. Reyes by surreptitiously placing the “presentation on socialism” in his computer? 
Why was this circumstance not covered by the mainstream media? This fact is the public record. Me thinks, humbly, that this case needs further investigation. 
Did the Puerto Rico branch of the FBI, under the Carlos Cases Directorship at that time, try to illegally plant “evidence” in Reyes’ computer?!
“A presentation on socialism was also found on Reyes’s computer…  It was later determined that someone other than Reyes placed the presentation on his computer.” 
Did the FBI do this in Reyes case, and why? Answer this question, Mr. Cases. 
The role of Rodriguez-Velez in this affair is much more publicly visible than that of Carlos Cases, but hers was not the leading role. Nevertheless, the  readers comments were quite harsh: “She is now a criminal equal to the ones she pursues.” … “This gentleman showed that the reign of Rosa Emilia in the federal prosecutor’s office must end now. Too many years of abuse on the part of this lady. Arrogant.” 
Who guards the guardians of Puerto Rico? Fire Carlos Cases from FBI! Fire Rosa Emilia from DOJ! They are a disgrace to the US Government! Investigate both of them in depth! 

TRY COINTELPRO ON THEM!

Pepper-spray them from the motorcycles till they have their heart attacks! That will prove that they were the Russian spies because they would become overwhelmed with guilt! Use the motorcycles themselves as the weapons if you need to, crash the enemies of the people! 
Use “shit-bombs” and “piss-bombs” on them (the FBI’s most favorite secret weapons and the latest scientific product, its natural “brainchild”, so to speak. The ideological and conceptual closeness is extraordinary!) Send the torrents of ammonia into their windows till they get hysterical. These Ammonia Flakes look so romantic all over the pavements on those clean and fresh Puerto Rico mornings, almost like the snowflakes on Christmas night, somewhere long afar.  Send the streams of the “Sahara dust” from the hand-held ionizers into their noses, to help them better to inhale and to enjoy this so very fresh and clean, and so specifically Boricua air. 
And do not call our COINTELPRO Investigators the “Village Idiots” and the “local yokels”, they are just doing their jobs, and that’s how they were trained and “educated”
Follow them closely and let them know that they are surveilled every minute. Hopefully, they will correct their wrong ways and enter the path of redemption, according to the FBI’s “Panopticon prison mentality. (Well, it is too late, anyway.) 
We watch everything and everyone, “friends and foes alike: “Keep your friends close to your heart and keep your enemies even closer”, said one of our Godfathers. 
Collect all the relevant and irrelevant information about them very carefully: from their family members, friends, dogs, cats, and other pets and informants. Use the “truth serum” on them every time they have a drink in a bar or at a party, and the truth will come out! 
Send RFI-s (Requests For Information) to the KGB, FSB, SVR, GRU, Mossad, Cuban and Venezuelan Intelligence Services, and other relevant and irrelevant agencies, something must be lurking somewhere out there! *Wild Card*! Monte Carlo! Who cares?!
And do not worry about a thing: no one will ever learn about these and other similar FBI activities: we do not bother to keep the records and to report them. You can safely do whatever the “F!” you want, and no one will ever know about it. After all, we are the premier world domestic spying agency, and the secrecy is a part of our job. 
Do not worry indeed. 

THERE WILL ALWAYS BE SOMEONE WHO WILL DOCUMENT IT,

one way or the other.  Also, and this is a serious recommendation: investigate well and objectively the “information war – propaganda – cyber – social media” units and the intelligence-paramilitary units of each significant political and para-political force in Puerto Rico, they might play their roles in spreading the turmoil and instability, according to their own political agendas. And this is in addition to the habitual inadequacies in the FBI and law enforcement work and the endemic pervasive corruption of the elites. 
Reina “un ambiente de terror” en oficina de Rosa Emilia“.  This clip was tagged as “Comedy“. It might had been a comedy if it did not have so much drama, which is quite usual for the FBI. The G-men are quite “dramatic” people, if not hysterical sometimes. Which in turn can be traced to the FBI’s deep psychopathic roots.

The facts and issues, discovered and raised during this trial demand their logical

Follow-up and further investigations: 

  • Was “a presentation on socialism” planted in Caparros’s computer by the FBI on Carlos Cases’ instructions? 
  • Were the public accusations of being a “Russian spy” the deliberate slander and branding – scapegoating tactic on behalf of both Carlos Cases and Rosa Emilia? 
  • Were the intimidation tactics used by both the PR FBI, namely Carlos Cases, and the PR DOJ, namely Rodriguez-Velez, to keep the law enforcement forces “in line” and under their thumb, under their total control? 
  • Were these two persons corrupt at the same time, dispensing favoritism among the political and commercial friends and allies? 
  • Was the false evidence used by them illegally to frame and to convict, including the law enforcement officers and judges? Was this tactic used as an instrument of intimidation, manipulation, and control? 
  • What is the legal essence and the pertinent details of the sexual harassment case against Velasquez-Velez brought up by Ms. Mestey, and what is the present status of this case? 

All these are not the idle questions, and they need their answers. 

Puerto Rico is not the Banana Republic,

and it will never be the Banana Republic.

Federal Justice Announces Creation of New Tax Squares for the District of Puerto Rico

The federal Department of Justice and the federal prosecutor’s office today announced the appointment of six new prosecutors for the district of Puerto Rico to reinforce the area of violent crimes on the island.
The United States Attorney General, Jeff Sessions, appointed a total of 311 prosecutors, an unprecedented number in the past, the 500th anniversary of the administration of President Donald Trump.
The head of the Federal Prosecutor’s Office in Puerto Rico, Rosa Emilia Rodriguez Velez, in a press release, announced that five of the new prosecutors assigned to the island will be assigned to violent crimes and one will be prominent in the civil division.
For his part, Rodriguez Velez, said that the allocation of the prosecutors shows the confidence they have in the work done by his office what I have thanked.
“The Department of Justice has recognized through the assignment of these positions the significance of the problem of violent crimes on our island. They have also shown great confidence in our office by assigning these valuable resources in a place where they were desperately needed and greatly appreciated. , “said Rodríguez Vélez.
On the appointments, the press spokeswoman, Lymarie V. Llovet-Ayala, explained that the announcement is limited to the new places and that now is the process of recruitment of candidates for federal prosecutor begins.
In addition, it was reported that, of the total of 311 prosecutors, 190 will work in criminal cases, 35 in immigration matters and 86 in civil matters as well as attend the initiative created several months ago called “Prescription Interdiction & Litigation Task Force” , to address the crisis due to the use of opioids by the United States.

M.N.: These are the problems that the U.S. Attorney for Puerto Rico should be preoccupied with, not necessarily with the self-serving “show prosecutions” and the “show trials“.

“There were times where instructions were given that this person must find a way to prosecute,” he said. As an example, he alleged that Rodriguez asked to prosecute a state judge . “It is an aberration to be in a meeting and to say: ‘I want a judge, bring me a judge’, because she wanted a judge. That was the target, a state judge, “he said. The journalist Rafael Lenín López asked him if those expressions occurred before the trial of the former judge of Aguadilla Court  Manuel Acevedo Hernández , convicted in April 2015 for judicial corruption, to which Reyes Caparrós answered with a “yes”.

The Case of Judge Manuel Acevedo-Hernandez smells strongly, and most likely is, the FBI’s, namely Carlos Cases’s set-up and the frame-up, with the possible political overtones and aspects, and with the purpose of exercising the control over the power structures. 
“As part of the scheme, Acevedo Lopez would help the then judge to fulfill his “dream” of retiring as judge of the Court of Appeals using his political contacts and the fundraiser of the Popular Democratic Party Anaudi Hernández, which did not materialize.” 
These set-ups and frame-ups look very much like the little Carlitos’s style, the easy heroism on the village idiot level designed to produce the image of the corruption-fighter, and at the same time to distract the attention from their own corruption, while in fact, not giving a s… about anything but their own wellbeing. That’s the corruption refined, par excellance. With the good FBI’s intentions, and the FBI’s little cowboys Carlitos and their lies, cleared and paved is the path to their blessed Banana Republic and its eternal paradise! Get ready, America!

(Just in parentheses: There is a certain Stalinistic whiff climbing up in curly smoke, around the power games in Puerto Rico, both energy and politics-wise. The relatively massive influx into Puerto Rico of the hardened in the civil war, the socialists and communists (“Stalinists”) of Spain in the late 1930-s is only one of the possible explanations. Russian-Cuban propaganda and the destabilization activities might be another factor, among the others. Be all this as it may, the politics of Puerto Rico do have a certain anachronistic (“colonial”?) feel in them, just like the social-political life of the Island on a whole. This historical fact appears to be one of the important aspects for understanding the cultural-historical influences in Puerto Rico, just like the gypsies in Puerto Rico, or the Muslims in Puerto Rico, or the Jews in Puerto Rico, or the role of Taino heritage, both genetic and cultural-psychological, or the role of lesbian culture in social and political lives of Puerto Rico, for example; etc., etc.. But for some reasons, these are not very popular subjects, and they are addressed rarely, if ever. Social, historical, and trans-cultural anthropology has many options for their field days in Puerto Rico but these are the side issues for now; there so many pressing, the other themes, and the other memes in the public lives of the Island.)

M.N.: Yes, in my humble opinion, it is Carlos Cases of the FBI, who is the real culprit and the instigator of the “reign of terror” in the various ways, shapes, and forms in Puerto Rico, and this was the very stupid thing to do in Puerto Rico. He was and is hiding skillfully behind the others.
Rodriguez-Velez blamed him squarely for Caparros’s investigation: “It was FBI investigation, not mine”, she said at the beginning of the trial. (“But it was not an investigation of mine, it was from the FBI” – Rosa Emilia se defiende en demanda por hostigamiento – PH)
The facts and issues, discovered and raised during this trial demand their logical follow-up and further investigations: 

  • Was “a presentation on socialism” planted in Caparros’s computer by the FBI on Carlos Cases’ instructions? 
  • Were the public accusations of being a “Russian spy” the deliberate slander and branding – scapegoating tactic on behalf of both Carlos Cases and Rosa Emilia? 
  • Were the intimidation tactics used by both the PR FBI, namely Carlos Cases, and the PR DOJ, namely Rodriguez-Velez, to keep the law enforcement forces “in line” and under their thumb, under their total control? 
  • Were these two persons corrupt at the same time, dispensing favoritism among the political and commercial friends and allies? 
  • Was the false evidence used by them illegally to frame and to convict, including the law enforcement officers and judges? Was this tactic used as an instrument of intimidation, manipulation, and control? 
  • What is the legal essence and the pertinent details of the sexual harassment case against Velasquez-Velez brought up by Ms. Mestey, and what is the present status of this case? 

All these are not the idle questions, and they need their answers. 
Puerto Rico is not the Banana Republic, and will never be.

Quote: “Federal Justice Department attorney Jason Weida declined to comment to the press after the jury’s verdict. For her part, the plaintiff’s attorney, Bamily López, said she was surprised by how quickly the jury’s verdict was made. “If Francisco could prevail against the most powerful person in Puerto Rico with the highest federal rank, if Francisco could prevail with a lawyer against four attorneys from the federal prosecutor’s office in Massachusetts with all the resources of the General Council office … and you have to demand justice.

said the lawyer. He mentioned that two other lawsuits for reprisals are pending against the federal prosecutor’s office. 
One filed by the director of the Appeals Division, Nelson Pérez and the other was submitted by the prosecutor Carmen Márquez. Pérez sent a text message to Reyes Caparrós in which he said “divine justice was done”.

Former intelligence specialist Francisco Reyes Caparrós won the lawsuit against the local Federal Prosecutor’s office for “labor harassment and acts of reprisal” on 5/31/2018. Now it looks and feels like the same Process, Part 2: Who planted the “evidence” (“a presentation on socialism”) in Reyes’ computer? Was this the FBI? Answer this question, Mr. Cases. If this was done, then in principle it can be done to everyone and to everyone’s computer. This opens the road to the abuse of power and lays the foundations for the totalitarian, dictatorial rule, namely the same old “BANANA REPUBLIC”. It becomes the issue of public and national safety, security, and concerns.

M.N.: Who placed “a presentation on socialism” in Reyes’ computer? 

Did the FBI do that? 

Did Mr. Cases authorize it? Was it “his job”, was this within the scope of his duties? (Previously he denied that dealing with the extensions for Reyes’ investigation was “his job”: “He admitted that he did not verify the justification of the extensions of the investigation. “That’s not part of my job,” answered Cases.)
Was this the FBI set up, the attempt to frame Mr. Reyes by surreptitiously placing the “presentation on socialism” in his computer? 
Why was this circumstance not covered by the mainstream media? This fact is the public record. Me thinks, humbly, that this case needs further investigation. 

Did the Puerto Rico branch of the FBI, under the Carlos Cases Directorship at that time, try to illegally plant “evidence” in Reyes’ computer?!

of the Inspector General to investigate Reyes. In connection
with this investigation, FBI agents interviewed Reyes and, while
Reyes was on furlough in October 2013, searched his office.
During and as a result of the investigation, Reyes’s job duties
were changed.
In November 2013, Reyes filed a formal EEO complaint
alleging retaliation by his superiors, including, among other
things, the OIG investigation, his interrogation by the FBI, and

the placement of the socialism presentation on his computer.”

False evidence and FBI apparently are the good old friends.

Use “shit-bombs” and “piss-bombs” on them (the FBI’s most favorite secret weapons and the latest scientific product, its natural “brainchild”, so to speak. The ideological and conceptual closeness is extraordinary!) Send the torrents of ammonia into their windows till they get hysterical. These Ammonia Flakes look so romantic all over the pavements on those clean and fresh Puerto Rico mornings, almost like the snowflakes on Christmas night, somewhere long afar.  Send the streams of the “Sahara dust” from the hand-held ionizers into their noses, to help them better to inhale and to enjoy this so very fresh and clean, and so specifically Boricua air. 
And do not call our COINTELPRO Investigators the “Village Idiots” and the “local yokels”, they are just doing their jobs, and that’s how they were trained and “educated”
Follow them closely and let them know that they are surveilled every minute (hopefully, they will correct their wrong ways and enter the path of redemption and correction, according to the FBI’s “Panopticon prison mentality. Well, it is too late, anyway.) 
We watch everything and everyone, “friends and foes alike: “Keep your friends close to your heart and keep your enemies even closer”, said one of our Godfathers. 
Collect all the relevant and irrelevant information about them very carefully: from their family members, friends, dogs, cats, and other pets and informants. Use the “truth serum” on them every time they have a drink in a bar or at a party, and the truth will come out! 
Send RFI-s (Requests For Information) to the KGB, FSB, SVR, GRU, Mossad, Cuban and Venezuelan Intelligence Services, and other relevant and irrelevant agencies, something must be lurking somewhere out there! *Wild Card*! Monte Carlo! Who cares?!
And do not worry about a thing: no one will ever learn about these and other similar FBI activities: we do not bother to keep the records and to report them. You can safely do whatever the “F!” you want, and no one will ever know about it. After all, we are the premier world domestic spying agency, and the secrecy is a part of our job. 
P.S.: Do not worry indeed. There will always be someone who will document it, one way or the other.  Also, and this is a serious recommendation: investigate well and objectively the “information war – propaganda – cyber – social media” units and the intelligence-paramilitary units of each significant political and para-political force in Puerto Rico, they might play their roles in spreading the turmoil and instability, according to their own political agendas. And this is in addition to the habitual inadequacies in the FBI and law enforcement work and the endemic pervasive corruption of the elites.

My Comment: 
When one of the highly placed law enforcement officers spreads the false rumors about “being the Russian spy” and prevents the good honest worker from doing his job, she is no different from the street rumors monger, and we all suffer. Look into the mirror, Ms. Rodriguez-Velez. I think you should resign or be fired. The same I will say about Carlos Cases, I think he has a long tail of misdeeds in Puerto Rico: resign or be fired. And I will say it again: Investigate both of them in the most thorough and exhaustive fashion. Enough is enough. They did a lot of wrong to Puerto Rico, they share their part of the responsibility for the current crisis, including the endemic corruption in law enforcement, and no pretty phrases and “responsible talk” will hide it. Fire them, and the others who have to be fired, and investigate them. Bring in good new people.

“Rodriguez explained that the FBI had suspicions that Russian agents, including a person they identified as a spy, used these trips to attract young professionals and recruit or blackmail them after hosting them in luxury hotels and exposing them to young underage prostitutes. He added that the FBI said he had started an investigation and ordered Reyes’ office closed, occupy his equipment and avoid contact with him.
Reyes received the invitation to travel to Russia through a childhood friend who worked as an advisor to the then governor Luis Fortuño, and who was married to the Russian consul.
Rodriguez insisted on cataloging Reyes’ interest in the trip as “irresponsible and poorly judged,” and stated that he intended to travel, despite documents shown by the plaintiff’s attorney pointing to Reyes’s efforts to request permission. In fact, a communication sent by the head of security in Washington clarified that “it is perfectly legal” to travel abroad, including Russia, provided that the form is completed for such purposes.
Reyes did not make the trip to Russia. He did not even ask for a license to do so, but according to Rodríguez, it was “because the opportunity was not presented because there was the investigation”.
The matter was referred to the Office of the Inspector General, which determined shortly after Reyes had not committed any criminal act, although some protocol violations related to travel policy and the use of office equipment to contact persons related to trip. The FBI investigation, however, lasted for about two years, and finally did not find criminal behavior.
Rodriguez said he regularly asked the FBI about the investigation in order to replace Reyes in his position. He acknowledged, however, that he never asked for a formal meeting with the FBI to address the issue. Reyes was assigned to other duties and ended up working with issues related to the Social Security office in another building.
Federal prosecutors, Jason Weida, led prosecutor Rodriguez to recall an incident for which Reyes was sanctioned.
It was that he used a photo modified with Photoshop of a security guard with a legend considered in bad taste and that made reference to an alleged homosexual tendency. “It was determined that it was an inappropriate behavior, unacceptable,” said Rodriguez.
Before the testimony of Rodriguez, at the end of the statements of Maria Dominguez, ex-prosecutor already retired but that at the time of the facts was the second in command at the local office of the federal prosecutor, in addition to the incident with the photo came to light another episode for which Reyes was also sanctioned.

At the end of the day, Rodriguez defended the treatment given to Reyes in the prosecution, and said that despite the FBI investigation and the prohibitions against him, as well as the incidents for which he had been sanctioned, he never considered taking him out of the office.
