North Korea is expanding a weapons plant that manufactures missiles used by Russia against Ukraine, according to new research from a US-based think tank.

I guess U would have to know what they mean. Like you mean paid to defense contractors to replace weapons? Possibly. Which doesnt help at all. Its taxpayer money, and if its paid to Black Rock or Northrop Grumman to buy goodies for Ukraine, its still bad for Americans.
