No, because the United States and European countries promised the security and territorial integrity of post-Soviet countries in exchange for the renunciation of nuclear weapons. If there were no such treaty, Ukraine would now have nuclear weapons and be able to defend itself.

NATO membership for Ukraine is fine, however unlikely with Putin being Putin.
