The Soviet union, meaning ethnic Russians in this case, always had total control of all nuclear weapons. Ukrainians never had an opportunity to take them. And we wouldn’t have a war there if it wasn’t for Victorian Nuland overthrowing and elected president in Ukraine in 2014.
