And the bio labs in USA are for more dangerous pathogens they are BSL 3 and 4. Where as in Ukraine they are bsl 2 and 3. Ukraine kabs do not conduct bio weapons research. Whilst in some USA they do conduct highly classified bio defense work.

I would rather say that Russia and USA wanted to get Russia’s nuclear weapons out of Ukraine since they cannot trust them with it. So they gave them something in return for their cooperation.
